Porter played in six games for the Broncos last season, recording 21 tackles, one interception, and one touchdown. He spent the previous four years with Saints, who drafted him in the second round in 2008.
The Raiders have been looking for starting cornerbacks, so the signing of Porter should not come as a surprise provided that they had interest in him in recent years and head coach Dennis Allen coached him in New Orleans.
